Abstract. Despite Hungarian intellectuals – both within Hungary and abroad – having hoped that multiculturalism and Euro-Atlantic integration would bridge ethnic divides, debates about constitutional issues, autonomy, and language use have often contradicted this expectation. As a result, there is an increasing recognition of the Hungarian government’s role in providing various forms of support to Hungarians living beyond its borders. This study aims to present a comprehensive overview of the benefits and assistance available to these individuals, including their evolution and political context. It is essential to distinguish between political and cultural concepts of nationhood, as conflating these could significantly affect the functioning and democratic legitimacy of Hungary’s public law system.
