Abstract. In a two-part study, the author analyses the transposition of Directive 2019/1151 (EU) by various Member States of the European Union. In this firs part of the series, the basis for the analysis and the common criteria for comparison of the various implementations is presented. The author then proceeds to the presentation of the national implementations of the directive in Estonia, Latvia, and Lithuania, all Member States with a strong tendency, and some tradition in the field of digital governance.
